Received 30th, 5.5 p.m. The floods have receded. The official number of dead will not exceed 600 throughout the entire flood area. •The relief situation is satisfactory. Motor boats, skimming along the submerged streets, effected hundreds of rescues. At Troy (New York State) the floods destroyed thirty buildings, but no lives were lost. • The military are patrolling the streets. Fires considerably damaged the business section.
