BRITAIN AND GERMANY. HUGE WAR LOAN ADVOCATED. (By Telegraph.—Press Association. —Copyright). LONDON, December 29. Mr Frederick Harrison, M.A., the wellknown author. In a remarkable article in the English Review, predicts that the whole international system will be recast in 1913. Peril lies in the German desire for expansion. Ninety per cent, of the Germans desire peace if the German interests are not affected. The Kaiser is honestly doing his best to remove his neighbours’ apprehensions until some rrisls compels him to speak. Meanwhile the predominant ten per cent., bred for war, are pushing their countrymen on a course, of which w r ar is the almost inevitable consequence. Mr Harrison contends that Turkey’s collapse and the Balkan Kingdoms’ aggrandisement will be a fatal set-back to PanGerman ideals. Nothing outside Europe now is open to Germany, but Europe is open, and it Is Inevitable Germany will seek expansion there. England’s peril must be met by a predominant fleet, and an immense and continuous naval increase is a matter of life and death to us. -Mr Harrison advocates a one hundred and fifty million (£150,000,000) war loan, of which one hundred millions should be forthwith spent on the navy and fifty millions on the army.
