NEW GERMAN BILL. 4 (By Telegraph,—Press Association.—Copyright.) BERLIN. April 23. Introducing the Navy Bill in the Reichstag, Herr von Bethmann-Hollweg, Minister of Defence, said lie was convinced none of the Great Powers were seeking a quarrel with Germany, though there was a danger of the nation being driven to war by a noisy, fanatical minority. It would ho disastrous if they returned to the principle of mooting' naval expenditure by loan.
