Received November 14, 12.3 a.m. Mr Runciman, speaking at Darlington, said that the Home Rule Bill would provide for unimpaired supremacy of the Imperial Parliament, retention of control of the Arniy and Navy find foreign treaties, and the creation of tariffs by the Irish Parliament would be made impossible, as would likewise the reestablishment of Catholic or Anglican Churches.
