One man was killed and live wore wounded. The strike Is quieter elsewhere. The King has signed a decree suspending constitutional guarantees throughout Spain. The rioters at Valencia control the town and have stopped traffic and tvorki at the dockyards and factories. Rioters at Cullera invaded the (Mayor’s residence, murdered a Judge, and severely injured the judge’s clerk and another official. The General Labour Union has decided on a general strike in Spain. The Morocco campaign has left only seventy thousand troops available for the maintenance of order.

SOME MORE BLOODSHED. RINGLEADERS ARRESTED. RIGOROUS SUPPRESSION. MADRID, Sept. 20. Received Sept. 20. 10.20 p.m. A mob at, Bilbao attacked troops which were Escorting arrested leaders. The troops fired. Injuring many people. Two were sabred. Thirteen ringleaders have been arrested as the result of a domiciliary visit at a labour exchange headquarters at Saragossa. The Anarchist President of the Labour Federation 7 has also been arrested. Senor Canalejas asserts that suspension of constitutional guarantees is necessary owing to the anarchical and revolutionary character of the -strike. All implicated have not been arrested, because some fled to France and Algeria. The Government possessed knowledge of a plot to assassinate General Weyler. All meetings have been prohibited and Inciters rigorously punished. The revolutionists for a time practically held Alcira town hall. Two buildings were burnt, a bridge was blown up and the railway was cut. Troops restored order. There is an active strike campaign in Andalusian collieries, , Labour Unions In Valencia protest against the anarchists’ action. Theyt declare that they struck in sympathy with the Bilbao men, without revolutionary intent, and are willing to resume.
