EXPLANATION WANTED. (By Telegraph.—Press Association.—Copyright.) LONDON, July 10. Warwickshire County Council has directed enquiries as to why Mr Churchill, Home Secretary, Intervened to prevent service of a warrant upon a woman for fraud as she left Reading jjrison. Mr Churchill's only excuse was that he considered that further prosecution of the woman was undeserved. James Davey, aged 26, was arrested for burglary at Arreton, Hampshire. He has ten previous convictions, the last being three years’ penal servitude in April, 1910, but Mr Churchill ordered his release a month ago.
