(By Telegraph—Press Association—Copyright). CAPETOWN, March 19. The Education Committee has recommended an arrangement of the language question recognising a right of partial option. Parliament lias adopted the clause in the Post Office Bill dealing with rebates. It excludes from mail contracts any shipping company which supports the maintenance of the rebate system.
