Nathan, Secretary of the General Post Office, decided practically unanimously in favour of half rates on deferred messages. A sub-committee was formed to arrange details. The general feeling was that the experiment should for the present be confined to Great Britain and its possession*, and should be applicable only to extra Kuropean territories. Mr Primrose and Mr Coghlan, represented the Pacific Cable Board.
