The Reichstag lias adopted Herr Lede, ■ hour's resolution in favour of making the Imperial . Chancellor responsible to the Reichstag (such responsibility being extended to all the Kaiser’s political acts and omissions), and declaring that (he Chancellor's responsibility should be regulated by a State tribunal.
- The majority was small, and included the. entire Left and the Poles' portion of the Centre.

10,000 WORKERS OUT.
BERLIN, March IS
Eighty per cent of. the workmen at Krypp’s Germania yard at Keil have struck for a half holiday as a protest against the Prussian Franchise Bill. Many workers In other yards have joined them, and 10,000 are out.
A violent collision with the police occurred. The latter were hard pressed, and took refuge In shops the windows of which were smashed. Ten of the demonstrators and several of the police were injured.
