SOUTH INVERCARGILL

BOROUGH COUNCIL MEETING. l The adjourned monthly meeting of the South Invercargill Borough Council, held yesterday evening, was attended by Mr W. Peace (acting Mayor) and Crs. J. Lyons,. J. Mitchell, R, Anderson, D. Meffln, T. C. Gillies, J. G, McFadgen, A. A. Crisp, S. McMillan, and J. H. Kilby. —Welcome, — The Mayor and Crs. Crisp and Mitchell extended to the now councillors a cordial welcome to the Council table, and expressed the hope that the new Council would work as well in the interests of the Borough as had the previous one. —Reports,— The Mayor reported that he had authorised the foreman to give the employees a half-lioilday on the occasion of the funeral of the late Mayor, and this action was approved. Cr. Crisp reported that North Ward works left in their hands had been done, and Cr. Mitchell reported that a Middle Ward work had been carried out. —Employees’ Hours. — Cr. Mitchell moved that all the men working on the streets be instructed to work 48 hours per week. The mover said that he had no objection to the, men having their half-holiday so long as they made up the time. At the request of Cr. Crisp, the Town Clerk explained that some years ago the men asked for a rise In wages and were given a half-holiday instead, the hours becoming 44 instead of 48, After this several rises were given till now the wage was Ss a day and the halfholiday still remained. Cr. Crisp said that in the interests of the borough the men shouk. work 48 hours a week. They were entitled to the half-holiday provided they made the time up. Cr. Lyons said that he was against the motion. They had only two permanent hands, and the foreman was the best man, probably, they could get for the position in Southland. The speaker thought that the foreman might even get more than ho did. The motion was carried on the casting vote of the Mayor. —Co rrespondence.— W. B. Scandrett asked for a conference with the Council in reference to the Bishop’s land. The Mayor to arrange for a special meeting for the purpose. W. S. Smith complained of the lamp at the comer of Ness and Grace streets, Appleby, throwing a shadow across the main thoroughfare, and asked that it be shifted to the north comer of the telegraph post instead of the south.—The gasworks manager to be asked to shift the lamp as requested. .Tno. Stapleton offered 5s per year for the lease of sectioned, block 2, Seaward Bush Township.—Accepted. The Borough Inspector reported that he had not so far impounded any wandering stock, but several warnings had made an improvement in the abatement of the nuisance. He had registered P’ dogs.—Received. The Town Clerk reported his action connection with the Mayoralty oloei and tli at an election would lake pi. in due course. —Received, Several residents at the top end , Oreti street asked that the street ther be attended to as it was in a bad state —Referred to Middle Ward member, with power to act. A number of residents petitioned that a gas lamp be placed at the west cm, of Grace street,—Lamp to be put there, on the south side, if funds available. The District Health Officer reported precautions to bo insisted on by the Borough Inspector in the case of scariei fever and diphtheria cases.—Received, the communication to lie on the table. The opinion was expressed that such work was rather that of the District Health Officer.

The Invercargill Borough Council intimated that the Council had agreed to tiio South Invercargill inspector impounding cattle found wandering on Elies road and Dalrymple road.—Received.

The South Invercargill Ratepayers’ Association asked for permission to use the Town Hall once a month. —Granted. \V. G. Duncan, Tisbury, asked permission to trap the endowment for rabbits. —To be informed that the Council had no power to grant the request. The offer of Wright, Stephenson ami Co. of Portland cement rt 11s 9d per cash was accepted. Jas. Peterson, on behalf of his wife, complained that water had gathered on sec. 92. block 2. Seaward Bush, in consequence of the natural course having been blocked, and he intimated that unicss tluf Council gave him outfall ho would take legal remedy.—lt was generally admitted that there was reason for complaint, but members considered that the water came oil Government land.

The Council eventually resolved to approach the Government to give Mr Peterson the relief ho asked. Accounts amounting to £9 3s v were passed for payment. —Other Matters.—: The matter of a petition previously made by in Nelson street that the street be asphUlted from Oteramlka road to Bowmont street was brought up by Cr. Crisp. The' ratepaye’-s had offered to contribute £ls towards the cost. . Cr. Crisp said that the Council had previously decided to form and gravel the footpath when the ratepayers had made-the request and the offer. The cost of forming and gravelling was estimated at £35, and that of asphalting was £SO. The contribution of the ratepayers would, therefore, make the cost to the Council of asphalting about the same as the expenditure proposed for gravelling. He moved that the request and offer bo accepted, and this was carried, the work to be done after the winter. Cr. Mitchell brought up the matter of the Invercargill Council making the approaches to the boundary roads In accordance with promise, and it was decided to write to the Invercargill Council on the matter. Several street and road matters were ordered to he attended to. —Committees.— Finance Committee —Crs, Gillies, Lyons and Kilby: Loan Committee—Crs. Crisp, Meffin and Mitchell; Ward Committees —Members in each ward to be the Committee., —Complimentary.— The Town Clerk was instructed to send a letter of recognition of their services to the retiring members of the Council, Crs. Mitchell, Meffin, Lyons, Crisp and the Mayor each speaking in eulogistic terms of the work of those councillors, .. The meeting unanimously carried a hearty vote of thanks to the Town Clerk for his r. erviccs during the past term, Crs. Crisp, Meffin and the Mayor expressing special appreciation of the tactful manner in which he had carried out his duties.
