LONDON, April 28. The Morning Post’s St. Petersburg cop. respondent state that 200,000 men will shortly be quartered at Azerbaijan. Tlie Shah offers the Tabriz revolutionaries an amnesty and a constitution in conformity with the seared law. The revolutionaries are pressing for restoration of the former constitution. Resolutions were carried at a mass meeting in Persia demanding resistance of Russian invasion.
