LONDON, April 20 Received 2(sth, at 11.47 p.m. At the Colonial Institute dinner there were 250 guests, including Lords Uanfurly and Jersey, Sir Montagu Nelson, and the Archbishop of Sydney. Dr Parkin proposed the Imperial Forcbs,” Major-general Hutton, responding, stated that the Imperial forces comprised nearly a million and a-half, whereof oue-lifth were regulars. Tho colonies were determined to co-operate. in any elfort to consolidate the military power of the Empire. A navv alone was not enought, ; they trust employ a land force to annihilate an enemy. He advised that they should rely on the intended . miliCr scheme 1 o supply the framework of the forces in times of emergency. Lord I Elgin, presiding, proposed “ The Institute," and said that until a man entered the Colonial Office and accepted the responsibilities there he was unable to form an adequate idea of what the Col oriai Empire meant. The main object of the Government must be' to secure hearty co-operation between the administration at Home and the administrators abroad ; their especial aim being to secure the ; sympathy and support of the man on the spot.— (Loud cheering.)
