NIPPED IN THE BUD. GENERAL RISING PLANNED. Per United Press Association. By Electric Telegraph.—Copyright. PIETF.RMARTTSBURG, March 17. Received 18th, 4.<15 p.m. Air Watt, Minister of Defence, Natal, in welcoming the return of militia at Mnritsburg, said the insurrectiion had been nipped in the bud. Several powerful tribes had planned a general vising but the premature outbreak at Richmond enabled the Government to deal with the disaffection in detail. (Early in March the Premier of Natal stated that the native outbreak was disorganising the country, and ho appealed to South Africa to unanimously support Natal and make n clean job of the business of preaching in favour of Ethiopian supremacy among the natives, which was calculated to destroy European rule. It appears that a large number of natives, including 20 from Natal, recently went to the negro colleges in America. A cable on Saturday slated that considerable alarm existed, and the significance of the spread of the movement, to almost within the sphere of tbo Zulus, was polluted out). ______
