Per United Press Association. By Electric Telegraph.—Copyright LONDON. Jan. 30. The Pall Mall Gazette’s naval correspondent, commenting on the Australian proposal to spread the expenditure on a torpedo flotilla over a septennatc, says Warships become obsolete so rapidly that the first portion of the Australian flotilla would be almost useless by the lime the later ones wore built.
