LONDON, Dec. 21. The Chino.-Japanese treaty has been completed. The Japanese newspaper Kokumin says a secret agreement confers on Japan great benefits outside the ordinary treaty.
Owing to Germany's extraordinary naval expenditure France begins in the next two years six heavily-armedl 18,000-ton battleships.
