Mr Botha has circulated a ’ esume in Dutch of the Transvaal Constitution. Ho declares that universal dissatisfaction ■ and indignation are feit at the deep distrust evinced of the Transvaal public. Particularly the Boers complain of tho denial of a constitution to Orangia withholding of autonomy from the Transvaal against the wish of -vast majorities. It is contended I but the nominated, quarter of the Legislature will always -turn the scale in favour of the Government, enabling disastrous proposals, like the thirty millions war contribution, to be easily carried. Botha asserts that iho limitation of its powers made the Legislature a debating society instead of a serious parliament and hopes that the constitution .will speedily be changed as the Transvaal’s prosperity can only be assured by tho British people and Government £jJacing manly trust in the Transvaalers.
