The Times’ Johannesburg correspondent says that, except on the questions of Chinese labour and responsible government, the Het Volk Association has made a complete surrender, and that tho Boers’ agreement, if ratified by the rank and file of tho party, will show the colony its unfitness to manage its own affairs. The Times further points out that the effect of the education and language clauses would be to undermine British supremacy in a few years. CALLING A HALT. CAPETOWN, April 23. Tlie newspaper Transvaal Leadei states that the Hon. A. Lyttelton has intimated that the Transvaal will not be permitted to incur any further large financial obligations till payment of the first instalment of the war contribution loan has been arranged for.
