WELLINGTON. Jan. 29. The Premier has, through his Excellency the Governor, received the follow, ing cable from the Secretary of State for the Colonies, in reply to his despatch of Ist December notifying the passing of the Preferential Trade Act :— " His Majesty will not be advised to exorcise his power of disallowance with respect to Act No 78. 1903, but I assure your Ministers that any advantage which may be granted to foreign governments in the futuro by virtue of and within the scope of the arrangement under section 13 cannot be withheld from a third foreign power en* titled by treaty to the most favoured j nation treatment from N.Z. ' M
