Herr Befoul, in the Reichstag, accused Count von Bulow of crawling on his belly before Russia, which waH really a baberous State. He declared that VVeissjiian. the Russian Agent at SoJia. had left behind him correspondence showing that Russia wa-s aware for months of the plan of the Belgian regicides, yet did not move a finger. Count von Bulow replied that he intended to carefully cultivate friendly relations with Russia.
