The Premier has conununicatod with t hi' (Jovernor. requesting him to bring under the notice of the Secretary of State the case of Mr Harper, who was refused permission to land in San I'Yuncisco. on the ground th'nt he was to be a servant under a contract entered into in NZ. ,lt is his intention to a*k the I'ostmosterCeneral to bring under the notice of the Sprecklos Co. the conduct of tlie captain of their steamer by which Harper was sent back in refusing to accept ibail for him at Honolulu, where he was kept in gaol a nd lodged with criminals till the departure of the steamer. The contract for the 'Frisco service is not yet signed, and such treatment of New Zealand will not be permitted.
