O'Brien moved tt- empower the Commissioners to arrange for the restoration of evicted tenants. Colonel Sunnderson declared that hopeless social confusion would result from thi- attempt to restore 40,000 persons. Mr Wyndham declined to give a. pre-emptory direction to the Commissioners and allowed them wide discretion in regard tc- reinstating and providing capital to restock. The amendment was withdrawn.
