The social regeneration of the race depends perhaps more than anything else on the wise and effective exorciso by the municipalities of those responsibilities and powers which belong- to them in the nature of things. It is of the utmost importance that those powers and responsibilities should be accurately defined. But we should be foolish to expect any help in the task of accurate delimitation from those who are hostile to the aspirations that guide the best municipal work, and who take their cuo from the monopolists who would gladly see the municipalities rendered impotent for good. — Daily Chronicle.
