President Castro resigned after delivering the Presidential address at Caracas.

The Venezuelan Congress refused to accept the resignation of Cn'stro and requested him to re-consider the matter, but he refused.

The Times' New York correspondent says tins resignation oi' Castro was a complete surprise to everybody, including Mr Hay, U.S. Secretary of State. Nobody supposes that his resignation wass in good faith, except, on the theory that he has amassed all the plunder he requires.
Renter's Washington correspondent suites Unit the Venezuelan leaders represented to Castro months ago that his resignation would unable Venezuela to present a solid front in the controversies with the Powers, and that the announcement of his resignation is the result of a secret agreement that Castro should relinquish oflico pending the Powers' adjustment of matters in connection with the indemnity, and that he will be re-elected later.
