LIQUOR LEGISLATION.
The " New Act," as the fresh regulations for tho control of the liquor trade are colloquially termed in England, is the most sensible effort to deal with the evils of drunkenness that has yet been devised. Under its provisions the publican incurs a very wholesome responsibility ag to serving customers who have " had enough " and the habitual drunkard in future should find it difficult to obtain any strong drink at all. The offender who has a certain number of convictions recorded against him will now be included in a " black list."
This list will be circulated among all the drink - sellers of the culia-it's neighbourhood, and it will »o an offence against the law for him to try and obtain drink, or for anyone to sell drink to him. As in the case of all new laws, some uncertainty still exists as to what the present Act may mean, but a magistrate's advice to a toper the othor day was excellent. " Don't bother about the new Act." he remarked, " don't get drunk . ' '
