NEW YORK, Feb. 1
Herman residents at Puerto Cabello refused the invitation of the captain of the German cruiser Gazelle to celebrate the Kaiser's birthday aboard, on the ground that Venezuela was suffering from Germany's unjustifiable aggression.
Baron Sternberg, German Ambassador in Washington, in the course of n ashing interview, said the Monroe doUrine was understood as well ln Germany as in America. Foreign Powers would strictly observe the limits p! W.ed on their action. Land grabbing, he Said, would bring disaster to Germany.
