In the Commons, Mr Balfour admitted that the Crown law officers, in 1880, considered counter-vailing duties on bounty fed sugar contrary to the most-favoured nation clause of existing treaties. He would not admit the relevance between the'discussion of tne question as it exists and the opinion expressed in 1880.

(Russia contests the right of Britain to impose counter-vailing duties on bounty fed sugar. Some firmly worded messages have passed between the two countries, and a leading newspaper in St. Petersburg has twice gone the length of threatening, but Britain has remained firm and refuses to recede from the position she has taken up.)
