Tho British Association of Shanghai commends the Anglo-Chinese commercial treaty. Northern Chinese reactionaries have captured the town of Bodune, in Manchuria. Russian troops have been sent to tho scene. Following the announcement that Wu-Ting-Fang, Chinese Minister to the United States, has been appointed Minister of Commerce at Shanghai, it is now announced that Yuan-Shan-kai bus been appointed Minister of the whole Chinese Empire, with supreme cpntrol of mines, railways, telegraphs, and commercial affairs. He is invested with greater power than any previous viceroy of China.
