Received Oct. 28. 0.44 a.m. IRELAND AGAIN. hi the House if Commons Mr William O'Brien moved the adjournment in order to denounce the proclamation of Dublin and nine counties under the Crimes Act. The motion was defeated by 215 to .121. Mr G. Wyndham, speaking against Mr O’Brien’s motion, declared that the, object of the I'nitetl Irish League was to expel the British garrison, thus rendering the Government c! Ireland Impossible. He added that the Government would not recede nn inch In the protection of those persecuted, or in the prosecution of intiinidutors. Sir IL C. Bannerman condemned tie harshness of the sentences passed under the Crimes Act. EDUCATION BILL. Air A. Pease’s amendment to the Education Bill, for entrusting to local authorities the duty of appointing mid dismissing teachers was rejected by '245 to 123,
