NO SUCH HONOUR FOR CZOLGOSZ
FAST RUSSIAN WARSHIP THE REFORM OF THE WAR OFFIOE LONDON, Oct. 21. Received 22nd, 0.56 a.m. Hay, Colonial Secretary of State, has declined to send a Government representative to witness the electrocuition of Czolgosz. The Russian battleship Retsozan, built in America, averaged 18 knots on her trial run. America claims her former concession in Tientsin for the purpose of trade and to place her on an equality with the other Powers. Besides the War Office Council a permanent executive committee will
be formed to co-ordinate business and ensure combined action in the departments. The Times' Simla correspondent says a Kabul envoy is delighted with Habibullah.
