Thursday, 15th November.

The fortnightly meeting was attended by his Worship the Mayor (Mr J. S. Goldie), Councillors C. S. Longuet, Geo. Froggatt, A. McKellar, T. F. Smyth. John Stead, W. A, Ott, W. B. Scandrett, F. G. Stone, A. Bain, Jas. Thomson, Wm. Manson and D. Roche. R. Gray was refused a rebate of rates on his shop in Dee street, which has been unoccupied since the fire occurred six months ago. Mackerras and Hazlett wrote stating that the inspector of nuisances had complained of the firm using planks when loading goods. They stated that they were very careful to remove the planks when they saw anyone approaching, and they were only used for heavy goods. — Referred to the Works Committee. A. Briscoe and Co. complained of the decayed state of their powder magazine steps and landing, and asked that it be repaired. — Referred to the Harbour Committee with power to act. The Southland Implement and Engineering Co. were granted permission to build an open shed on section 22, block 72, Dee street, subject to the usual conditions. R. Gray asked permission to cut a drain from his section in Northend to the drain in Kelvin Road or Victoria Avenue. — Works and Gas Committee to report. William Curran, Waikiwi, asked if the Council would lease about 600 acres of the harbour endowment to the west of the rifle range. — Referred to the Harbour Committee. R. Murie was granted permission to erect a signboard over the footpath in front of his premises in Leven street. Turnbull and Jones, electrical engineers, Dunedin, asked to be supplied with a block plan of the town with approximate position of the gasworks. They stated that they were going into the matter of electric lighting and hoped shortly to lay a definite scheme before the Council as a guide. — Referred to the Gas Committee with power to act. John Kingsland, Don street, wrote with reference to a matter which occurred at the last sale of leases. He maintained that seeing there was no other bid but the upset the auctioneers had no right to advance and hoped the Council would reconsider their decision. — Received : Council cannot see its way to alter its former decision. A. Morris's application for gravel to asphalt the Invercargill Tennis Court and the club's plans for the asphalt courts were referred to the Reserves Committee. The Works Committee recommended — (1) That the Hospital Trust be informed that this Council does not see its way to contribute towards the cost of erecting a fence as the present one is considered sufficient for the requirements of the borough ; (2) that the secretary of M. A. and Pastoral Association be informed, in reply to his letter, that if the Park Board of Management submits a requisition signed by a majority of the members of the Board asking the Council to consent to a reconstruction of the representation of the various (societies, the question will again be considered ; (3) that the trees in Clyde street, east side, from Puni creek to the railway, be cut down in compliance with the requisition from the six business firms in block 4 ; (4) that all the workmen on the maintenance staff be reinstated ; (5) that the engineer be authorised to arrange with Mr Massey for the purchase of iron rails to be used in the construction of the Clyde street bridge ; (6) that the engineer be instructed to remove the present footbridge from Clyde street and re erect it in two portions ; one opposite the bowling §reen, the other in Reserve No. 2 ; the oors to be of concrete on old iron plates ; (7) that the price for washed or screened gravel be fixed at 4s 6d per yard at the pit. The committee reported that the engineers report re pitching sides and bottom of Puni creek from Elles road to Clyde street ; consideration of releasing the Seaward Bush reserve leased to Wilcox and the drainage in Ythan street from opposite Mrs Mentiplay's property were held over. — Adopted. The Finance Committee recommended (1) that the contract for the supply of lime be cancelled, and that the gas manager be authorisedi-to arrange with A. McDonald to supply requirements till end of March ; (2) that the wages of Arthur Thomson be increased 10s per week, and the salary of Alf. Chilman (junior clerk), 2s 6d per week. The committee reported having approved of the plans of the proposed fire brigade station submitted by the engineer, and recommend that tenders be called for the erection of same in wood and iron ; and having examined accounts amounting to £1154 3s 4d, and recommend that they be passed for payment. — Adopted. The stock killed at the abattoirs during the fortnight was reported as follows .— 123 cattle, 670 sheep, 8 pigs and 4 calves ; 2 cattle, 2 sheep and one hind quarter of mutton being condemned. The sanitary inspector recommended that the street cleaning work be done on Mondays, Wednesdays and Fridays instead of Wednesdays and Saturdays. — Adopted. The sanitary inspector was granted leave of absence to attend with the Pipe Band, the celebrations in connection with the Australian Commonwealth celebrations. Councillor Roche moved that J. Glenn ie be placed in charge of the waterworks during the absence of the engineer. A councillor objected to the motion and it could not be put. The Council then adjourned.
