THE DEMAND OF THE POWERS.

The correspondent of The Times reports that the Ministers of the Powers have finally agreed on the following basis for a treaty of peace : — China to erect a monument over the site of the murder of Baron Kettler, and send a Prince Imperial to his family in Germany with an apology for the murder ; must execute eleven guilty of the instigation of outrages, each to be either a high official or a prince ; to suspend for five years provisional examinations in centres where outrages have occurred ; to remove all officials who did not make due efforts to prevent outrages on foreigners ; to compensate all States, corporations and civilians, including natives employed by foreigners, for injury ; to substitute an office of Foreign Affairs in place of the Tsung-Li-Yamen ; to permit Ministers of the Powers rational intercourse with the Emperor ; to raze the Taku and all forts on the coast ; the importation of arms and war material to China to be forbidden ; permanent foreign guards for the Legations and foreign guards for communication between Pekin and the sea must be maintained ; Imperial proclamations for the suppression of Boxers must be posted throughout the Empire for two years. The correspondent adds that no mention is made of compensation for injury sustained by missionaries or native converts.
