The following diplomatic changes are announced: — Sir Francis Plunkett, Ambassador to Belgium, succeeds Sir Horace Rumbold at Vienna ; Sir Henry Durand, Minister to Persia, succeeds Sir Henry Wolff at Madrid ; Mr Edward C. Phipps, Minister to Brazil, succeeds Sir F. Plunkett at Brussells. Obituary. — Herr Liebtknecht, the great German socialist leader, and i editor of the newspaper Vorwarts. Consols, 97 f.
