SYDNEY, Nov. 23. Received 24th, 1.25 a.m. H.M.S. Royalist had merely left on a regulation trip and returned to port to-day. In the Legislative Assembly to-day Mr Barton moved the Federation proposals and they are now being debated. BRISBANE, Nov. 23. Received 24th, 1.25 a. m. Since the Pacific Labourers Act came into force seven recruiting vessels have been despatched to the islands, of which four have returned with 100 islanders. The regulations concerning traffic are stringently enforced and are giving great satisfaction.
