British and Foreign LONDON, May 11. General Booth -states that the funds for the spiritual and social branches of the work of the Salvation Army are exhausted, only L4OOO having been subscribed this year for the " Darkest England " scheme. He appeals for help, as the work is nearly at a standstill. New Zealand 34 per cent, inscribed stock has advanced to 9tj£. A Victorian cargo of wheat has been sold at 37s Gd per quarter. An international fruit show will be held in London in September. Colonial exhibits are expected. In the course of the debate at the Colonial Institute on the paper read bj r Mr Perceval, Agent-General for New Zealand, Mr Brodie Hoare said he believed New Zealand would outstrip Australia provided the faddists there ceased lo govern. — Sir Julius Yogel eulogised the Government for paring down wasteful departmental expenditure, and predicted a steady flow of emigrants to the "brightest spot in the south." — Mr Busby attacked the Government policy in regard to the New Plymouth Harbour Board bonds. — The Chairman, Sir William Jervois, was afraid the labour members would very soon change the policy of the Government. — Mr Perceval, in reply, defended the Government, and as regarded the New Plymouth debenture holders challenge them to appeal to a court of law. , Sir W. Vernon Harcourt, addressing an immense meeting at Bristol, ridiculed the talked of Ulster rebellion. He said Fenian unionists were as bad as Fenian Home Rulers.. He denounced Lord Salisbury's recent inflammatory speech as breason. The quantity of wheat and flour afloat for United Kingdam i 3 equal to 2,044,000 quarters, and for the Continent, 1,370,000 quarters. A trades deputation which waited on Lord Salisbury declared its belief that, a reduction in the hours of labour would neither iucrease work nor wages. The speakers affirmed that it would be a tremendous experiment risking the interests of the whole community, that ifc would dnve many employers into other countries, lower wages, and injure the workmen most. They considered public opinion to be preferable to any law for preventing strikes. They said sympathy with their movement was growing, and that the employers would certainly defeat any immediate attempt to legalise the eight hours day. The Right Hon. Mr Balfour, who waa present, concurred in the views of the deputation. His opinion was that a law restricting the hours of labour would apply unequally, and prove as crude as strikes now were. The Government have arranged for a conference with the United States on the silver currencyjquestion. Deeming's application for appeal to the Privy Council has been dismissed by the High Court of Judicature. The Master of the Rolls (Lord Esher) held that a criminal must be regarded as responsible for his actions unless the disease of his mind was so great that he was unable to understand the nature and results of his act. The jury, he said, were the sole and ultimate judges of the value of the scientific evidence as to the state of the prisoner's mind. — The solicitors acting on Deeming's behalf believed they would succeed in securing permission to appeal owing to .the nature of Deeming's recent confession. PARIS, May 11. The police force of Paris has been increased by 1100 men. M. Loubet, Minister of Justice, asks for a vote of 300,000 franus to indemnify the victims of the recent dynamite outrage. ■President Carnot has stopped the salaries of the Archbishops of Avignon and Niines. Telegrams from Dahomey state that the attack by the King on Porto Novo had been repulsed. The French governor was wounded. The natives of the French Leeward Islands are in a state of rebellion, and a warship is quelling the rising. ST. PETERSBURG, May 11. The municipal franchise has been extended to the Jews in Russia. BRUSSELS, May 11. The Belgian Chamber of Deputies has decided in favour of an important revision of the Constitution, which has the effect of ?i---creasing the franchise. ROME, May 11. Signor Gioletti is forming a new Ministry. Cardinal Lavigsrie is ill. FRANKFORT, May 11. Jaeger, Rothschild's absconding cashier, has been arrested in Egypt. Most of the money he absconded with has been recovered. WARSAW, May 11. Three hundred foreigners have been expelled from Lodz, where anti-Jewish rioting occurred yesterday, aud 40 have been sentenced to long terms of imprisonment. The rioting was carried on by Socialists. £ OTTAWA, May 11. The Canadian Dominion Government is dismissing several hundred 'postmen (?) and reducing the railway expenditure. NEW YORK, May 11. 15y a colliery explosion at Roslyn, Washington County, 50 miners were killed. A million persons have signed a petition for the non-opening of the Chicago World's Fa?r on Sundays.
