Evening Sitting.

The House resumed at 7.30 p.m. in committee on the Ocean Mail Resolutions. After a short discussion the first resolution was carriedj on the voices. On the second resolution Dr Newman moved an amendment to reduce the period to one year instead of tbree years, wbich was lost by 40 to 15, and three years retained. Captain Russell moved that Auckland be struck out of the resolution so as to make Wellington the poit of call.—Mr Ward said he could not accept the suggestion on the ground that if the contractors were bound down to one port the subsidy would have to be mci eased. — Amendment lost on the voices. —Mr Duthie moved that the port of call be Auckland or Wellington alternately. —Lost by 43 to 17, and the words retained that the port of call be Auckland or Wellington at the option of the contractor. The third and fourth resolutions were adopted without discussion, and the resolutions as a whole were then reported to tho House and agreed to. On the motion of Mr Pinkerton the report of the free conference of both Houses on the Factories Bill was agreed to. The Supremo Court Practice and Procedure Acts Amendment Bill, relating to purely departmental matters in connection with the Napier Supreme Court, was read a second time and subsequently put through its final stages. The Counties Act Amendment Bill was further considered in committee.—Clause 2 —constitution of new road districts —was amended to provide that the area of new districts should contain fifty ratepayers, and that the ratable value of each area should not be less than L 50,000- Clause s—Councils—Council may declare all district roads to be county roads —was struck out.—Clause 10—county electors to have one vote only. Mr C. H. Mills moved an amendment to the effect that a county elector should have only a limit of three votes according to the ratable value of his property. Lost by 31 to 18. [Left sitting.)
