Explanatory.

TO THE EDITOB. Fib,— l wish to state to all concerned that I am not on either Mr Tapper's or Mr Bhcke's Committee in connection with the Mayoral election ; and I say that Mr Tapper has exceeded the bounds of common decency by identifying my name with either. I see that partof my contention that Mr Tapper obstructed the expenditure of jloan funds in the South Ward is correct by that gentleman's own admission. Of course he wai agreeable to "all reasonable works being carried out," bat I leave the ratepayers of the South Ward to judge of Mr Tapper's idea of reasonableness. — I am, etc., B. TAYLOB.
