A disastrous fire occurred at Plymouth last night, when thirteen persons lost their lives, the victims being mostly children. PARIS, Dec. 13. A committee of the Chamber of Deputies which was appointed to report on affairs in Tonquin has concluded its sittings, and its recommendations have been made public. The committee expresses itself in favour of completing the withdrawal of the French troops from Tonquin. CAIRO, Dec. 13, . Constant fighting is laking place between the British troops at Knosbay and the Soudanese and Arabs in the vicinity, sev« eral casualties taking place almost daily.. CAPETOWN, Dec. 13. It is expected that the necessary repairs j to the propeller of the Raikoura will be> completed and the vessel enabled to proceed on her voyage to-day.
