A committee consisting of the Mayor, and Councillors Pollard and Johnston was appointed to advise with the borough solicitor, as, to this, and report to a special meeting. Letters were road from the Under-Secre-tary's Department defining ' the proper position of boroughs with respect to the passing of bye-laws, and forwarding copies of certain, municipal Acts which had .been, applied for. .
