Gentlemen,— Not having been present at the -nomination,. for the Bluff Harbor Board, I have thought it expedient to address you shortly through the local press. . , , I*hadbeen in hopes. that. another citizen would have beeninducedby my friends.toscome forward to contest, the election, and, indeed, until the arrival of the evening paper, was not aware I had; been nominated. It was, therefore, through no want of courtesy to the electors that I was not, present at the nomination. Disapproving, as I do, in common with a number of citizens, of -many features of the past management of 'the Bluff Harbor Board, I am prepared to,serve should you do me the honor to elect me. Nevertheless I was anxious that some other citizen with more leisure and greater ability or ambition should have been brought forward to test the feeling of the citizens on the Board's past action. - Certainly I for one do not think it is desirable to' return members to the r ßluff Harbor Board incapable of discharging the duties thereof. One of the candidates, 1 Iperceive, a ' member of the late Board, informs the ratepayers that Capts. Elles, Brodrick, and Thomson were the advisers in matters the other members were incapable 'of " 'adjudicating.upon. Sarely then it need not be wondered at that after taking advice from one of their; own salaried; servants, the Board's action in some cases was arbitrary and unjust. Need it be wondered at that gross mistakes were made, as- the - other late member aid candidate declares. Nor will theirrepefcition need to be wondered at should you again entrust those gentlemen to represent you. for to a certain extent they admit their incapacity by pleading they were not all sailors. I think they should have with equal frankness added that some of them were " sodgers." ; - It,is true that lam not known as a public man, for it is now about 14 or 15 years since I resigned my seat as a member of the Town Board of Invercargill, and until now the whole of my time has been tasked to the very utmost in fighting the " battle of life" through the most despondent period, I believe, that" Invercargill is destined to see. Still, I have always taken a lively interest in the various public matters of the^day, and with 30 years colonial experience, 17 of which have been spent amongst you, I do not see how I can; be justly accused of pushing myself forward as a public man, or of any nndue ambition to become such. As to my ability to judge on nautical ' matters pertaining to the Harbor -Board, I shall only state that I hold a chief officer's ! certificate "by the Lords of the Committee of; Privy Council for Trade," and should ton' do me the honor to return me as one of your members to the Bluff Harbor Board, I can - only say that I shall not, allow my own pri- ,: vate to interfere with my duty to you, c and Vthat r I shall; endeavor to serve you to the best of my humble ability, but, as it is • notmyintentionto personally solicit a single vote, I do not venture to hope that my return is likely; nevertheless, should such be the ■ ..;■: case, then it will be all "the greater honor, • and I shall 'be stimulated all the more to > ■ serve you faithfully and honestly.
