Public Notice. " . M ATAURA ELECTION. Mr J. S. SHANKS invites the electors of the Mataura District to meet him at the undermentioned times and places : — Schoolhouse, Long Bush, Monday, 13th January, 7.30 p.m. Schoolhouse, Wyndham, Tuesday, 14th January, 7.30 p.m. To-:;the electors of- the mataura district. Gentlemen, — '»-;■<':: -' In accordance with the promise made when I first intimated to you my intention of be-' coming a candidate for your representation,' I now purpose to place before you the leading points of iny>p6litical creed. To begin with, I have been for years past a supporter of the party whose efforts were directed to secure . the settlement of the land v by, means of deferred payment l - a system which' has, in spiteof all opposition, proved itself at once beneficial to those who haye availed themselves of it, and advantageoiis-'to the colony, whose revenues to-day aTe augmented in no small degree by the contributions of men who, but Jor the facilities the deferred system gaye, would have left our shores. The present Ministry has taken up the policy in this respect, inaugurated by the party of whom Mr Donald- Reid was the leader, and so long as 'they adhere to it they sh&U have my support.*" With respect to the legislation of last session, I may say that the Land Tax seeriis to be equitable, for, while I should not wish to impose oppressive burdens on the holders of large estates, still less should I wish i them to escape their fair share of taxation. At the., same timfel must say that a large' section '61 the community appears to me to have been allowed to escape scot free in the apportionment, for I regard income, however "derived— when it exceeds a certain minimum — as a legitimate factor in the estimate of sources ,of revenue. ./The question electoral rights has lorig,.engaged my attention, and however unpopular the admission may make me,,l am bound to- say that I am not in fayor of" absolutely unrestricted, or rather I should say, unregulated, manhood suffrage. The franchise, as it stands at present, is a yery comprehensive one. No man who lioriestiy desires to/become.an elector can fail, within a year or two of. ; his landing in the colbhyj to satisfy the requu'emerits of the law if he exercises i comirion prudence, while there are dangers' i .that., will 'suggest themseives to everyone Iri.throwing open electoral privileges to newcomers, necessarily ignorant of the bearings of political .^questions. With residence^ conditions, say -of -two or . three; years, I see no objection to ihanhobd suffrage, and from the experience pf the, late session it is more than probable that the present Government will tnptgo further than this in the Bill, which it is understood they intend to introduce.' There are many minor, but not unimportant, matters on which you wUI wish' to know my views, but as I intend to meetyou in the several divisions of the district, it will be more convenient to state them personally than by means. of an advertisement. Meantime I remain, Gentlemen, Yours obedient servant, JASrrS.- SHANKS.
