' - \ Mr SCOTT did not think that t c -hon. member who brought forward the motion had any intention of infringing the perogative of the Government, * • / I Mr ROGERS spoke in faror of thefnotion, entering into an elaborate review of thfJsystem of Hundreds^ describing how it bore iiponthe Province of Southland, and illustratlng^he „ argument with specific definition of tle_ features of certain portions df the Piovince. He also showed mistakes already madV lin declaring Hundreds. „, h- - The PROVINCIAL TREASURERlremafked that it would tie "inconvenient ti be always consulting the Council. ' They wjiild have to'be called together perhaps at perpds unsuitable, or wait twelve months. V " The motion was then put^and carried..'.'- ; WASTE LANDS SOLD WITH BESERVATioN*.Ii- . Mr WILSON moved— ;• That ; it jis tlie ■ opinion of this Council that all waste laiias V of the Crown in the Province of, Southland should hereafter be sold 4with- a reservation A to empower the.; Government to :constrdbt lines of roads and railTOtodsrmth^^ of Southland, granting compensation to the owners of such lands to the extent of-the 1 amount paid to the Government; forj sucli^ ';' lands and value : of -,iraprjyements."l yHe thought the acquisitiveness ,of anyVp^rsbn, ' whose property the line of railway or road" passed through, should be curbed. -A ! Mr M'KAY seconded the motion. Ii wasvery necessary. "Why, even in the matter of the Great North Railway, a gentleman told him the other day that he would not gite tip his land till it was forced fiom him. i** Mr BEAVEN agreed with the spirit *if the motion. - .! ji- , The PROVINCIAL TREASURER thought the motion was impracticable, owing to the Crown titles under the Ofcago regulations. - Mr ROGERS opposed the motion. •Mr.T A RLTON did not seeb n whatgr^unds the honorable member's opposition was founded. Mr WILSON ofFered some additional arguments in favor of his motion, but if tlie motion was not calculated to benefit the country, he would willingly withdraw it; J^e asked leave to withdraw it, which was granted. "'j" Mr TARLTON laid on the table a return of the probable expense of school buildings for the ensuing year. - :. ' ' roads between kiverton and otautau.' Mr HOWELL moved,— "That froni any sums of money which may be voted by this Council for -the making of roads between Riverton and the Otautau, the -Provincial Engineer be directed to expend; the sum of L2OOO on pitching and metalling the approach to the Aparim a Bridge from • Gummie's Bush, and in the formation of a culvert and bridge on, the flat between the Aparirna Bridge and Riverton 5 and thafc a copy of this resolution be forwarded to the Provincial Engineer by the Clerk of the Council." Mr TARLTON seconded, commenting upon the approaches to the Apaiima Road, which at present were inflicting great injustice upon Riverton. Mr ROGERS said he would support this as a mattei of course ; though it was unnecessary, as the Government must.have done it — in fact, he thought the contracts would have probably been out for it. The PROVINCIAL TREASURER said it would be a. first-rate tiling if every member would point out tp the Pro vincial Engineer what was to be done in his particular district. It .would save that gentleman much trouble, to say nothing of the anxiety .pf'mihdr i 'jf --■ •£-Tlie---.moti6n. i onibei^^ V ~ land rugistryY ""'" " V Y >' Mr W. STUART moved •-" That this Council is of opinion that' the" Land ? Registry Act should be brought into operation in the Province of Southland without delay." He would allude, in bringing forward thikmotion r to the Torrens Act, introduced in South Austra'.ir, which had been found to aiiiHrer so well that" it had been introduced in other colonies. The legal profession of theprovince were most anxious to have it introduced here. Mr TARLTON thought the> honorable gentleman had not made out a case. ; He objected to gentlemen getting up and taking it for granted that the House knew all about their motions. The PROVINCIAL TREASURER was surprised that a gentleman so well up in. parliamentary and other matters should be ignorant of Torrens' Act. By it power was established to transfer land legally, and with little expense. ; Mr STUART said he had thought ifc would be an insult to the House, particularly to a gentleman of the well-know erudition and attainments of the Chairman of Committees (hear, hear) to particularise an Act which was everywhere known. He would, however, explain. The honorable member then entered into the details of the Act. The motion, by Mr COWAN,, upon the " Sheep Ordinance, 1862, Amendment Ordinance, 1863," was postponed. Mr SCOTT moved— "That a respectful address be presented to His Hoiior the Superintendent, requesting that the sum of LIOOO be placed on the Estimates for the purpose of removing the obstructions tcr'the navigation between Stanley ana town." • Mr HOWELL seconded. Mr TARLTON thought that they required the money for better purposes. Mr M'KAY spoke at great length on the subject, his remarks extending oyer half an hour. He supported the motion. Mr WILSON proposed an amendment, embodying the original motion, and vvithdrew ifc. . ; Mr ROGERS proposed another!anaendment. He did not think they were, in possession of sufficient knowledge to Y*?arraht a special sum being set aside tor^the /purpose. He would move as an amendment; that the Superintend ent be requested .tor-place^on the " estimates a sufficient sum to enahle the Chief Surveyor to survey the Oreti as far as — • . Mr M'KAY considered Mr Roger's idea was perhaps the most methodical about going to work, and would therefore, second the amendment. '•'. On the original motion being put, it was carried. ( A,. Mr HOWELL moved >*That from any sums of money which may he voted for roads between Riverton and Walli^etbwh, the Provincial Engineer' be directedto build a bridge over the Waiinatuka 6n' tWt road,- ; and that a copy of this resolution biseht to the Engineer by the Clerk." | The motion was carried./' , Mr HOWELL. moved-|-" That, from -any sums of money which may be voted by this Council for roads betweeri Riverton and the Otautau, the Provincial Eifjgineer be directed to build a bridge over the/Otautau, and thafc a copy of this resolution b| forwarded to that gentleman by the Clerk." - ' The motion was carrieq On the motion of -Mir BEAVEN, the House went into Comnjittee to receive the evidence of the Chicf /surveyor as to tramroads. Thereafter Mr Beaven withdrew his motion — "That a. respectful Address be presented to His Hchor tne Superintendent, re- ; questing that a > part af tlie sum'of £10,000 voted for the Mataurajßoad be' expended-on . the Tramroad:" j [ .
