The persistent attempts made by the Sultan of Turkey to induce the Powers to assent to a Mussulman mission to the Mahommedans in China have failed. TAXATION OF GROUND VALUES. The London County Council have resolved to promote a Bill for the taxation of ground values. MILITARY PIGEON LOFTS. Large pigeon-lofts for military purposes are being established at Aldershot, the Ciystal Palace, and elsewhere. PEERAGES. Mr Goschen and Sir Matthew White Ridley have been created Viscounts. A COMMISSION. Jickell, of the New Zealand Roughriders, has accepted a commission in the Garrison Artillery. THE VENEZUELA DISPUTE. Holland does not accept the Paris award in connection with the Great Britnin-Vene-zuela dispute as far as the Anglo-Dutch frontier is concerned, and has notified Great Britain that Mr Beaufort is considering what steps shall be taken regarding the surname of the boundary.
THE DREYFUS AMNESTY BILL. PARIS, December 19.
The Chamber of Deputies passed the Amnesty Bill in an all night sitting, amid turbulent scenes. Commandant Cuignet asserted that the telegram .alleged to have been, sent at the time of the Dreyfus trial by Colonel Panizzardi, the Italian attache at Paris, asking the authorities at Rome to deny that relations existed between Dreyfus and Italy if none did exist, was a forgery and practically implicated M. Delcasse, who protested that the 'Foreign Office staff had acted in good faith. THE DUKE AND DUCHESS OF YORK. CAPETOWN, December 19. Sir Gordon Sprigg has invited the Duke and Duchess of York to visit the Cape, believing that the visit would assist in the pacification of the South African troubles. THE KAISER’S THANKS. BERLIN, December 19. The Kaiser, in thanking Admiral Sir .John A. Fisher, commanding the Mediterranean Station, for sending assistance to the Gneisenau, said that the action showed that sailors were comrades all the world ever, and that blood was thicker than water.
