FRANCE AND COLONIAL EXPANSION PARIS, November 27.
During the discussion in the Chamber ol Deputies on the colonial vote, M. D’Estournelles de Constant, who has held diplomaticappointments at several foreign Courts, denounced in unmeasured terms colonial expansion. He said that unless she was careful Prance would provoke another Pashoda in Yunnan. M. Francois, a retired China diplomatist, condemned the imprudent French intrigues in Yunnan, and said that France must remain a continental power. She was unable to aspire to an empire over sea. PROPOSED INCREASE OP THE AMERICAN NAVY. WASHINGTON, November 27. Mr Long, Secretary to the Navy, recommends Congress to authorise, the construction of two battleships and two cruisers. PUNISHING TRIBESMEN. BOMBAY, November 27. The troops who were recently despatched by the Indian Government are blockading Waziristan as a punishment for the tribesmen’s robbery of mails and attacks on officials. The “ Daily Express ” states that M. Marconi has discovered a means of controlling air waves, thus obviating the immensely lofty masts now employed for wireless telegraphy. He expects to be able to communicate from England to America shortly.

The United States warship Kentucky has been sent to Smyrna to enforce the appointment of an American consul at Kharput, Turkish Kurdistan, which contains the College of Armenia, the principal establishment of public instruction in Armenia and Kurdistan, and which was founded by American missionaries".
