A NEW GERMAN CONSULATE.
United Press Association —Per 1 metric Telegraph—Copyright. Received 9.10 a.m., November 23rd. HONGKONG, November 22. Owing to the number of indignant protests lodged against the appointment oi Cheng, a notorious anti-foreigner, he hat been made Salt Commissioner instead ol Taotai of Shanghai, an appointment which he was assigned in July last. Admiral Seymour and Mr P. L. Warren, British Consul at Hankkow, left Shanghai on a visit to the Yangtze ports. Germany is establishing a Consulate at Nankin.
