During a debate in the Canadian Senate on a Bill in favour of authorising the use of Gaelic in the law courts, legislative debates, and official documents, Mr M'lnnis stated staled that Scotch Highlanders absolutely controlled 14 Canadian counties, and held the balance of power in 16 others. On a division the Bill was lost, only seven members voting in its favour.
