Sir James Pergusson, replying to a question in the House of Commons, stated that the Government were parleying with the Chinese Government over the Sikkim difficulty. (Received 1.30 a.m,, April 2nd.) April 1. In the House of Commons to-day Mr Cecil Raikes, Postmaster-General, replying to a question, said that preferential rates with the colonies were possible without the consent of the Postal Union, but not to the extent of initiating penny postage.
