The Emperor of Germany will leave for Constantinople on Friday. The Sultan has sent a present to the Empress of a diamond collar worth £40,000, THE CZAR, St. Petersburg, Oct. 29. It is reported that the Czar will pay a sisit to the Sultan in the Spring.
