The garrison at Sbumla have enquired of the Bulgarian Government if they intend to make war against Russia. The Government denied thought of such a proceeding, and condemned the enquiry. General Kaulbars, who is touring through Bulgaria and Roumelia, has been coldly received in those provinces. He ordered the military commandant at Rutschnk to release the prisoners implicated in the deposition of Prince Alexander, at the same time offering him a reward for so doing. The commandant, however, refused.
