Mblboubne, May 28.

Mr Service’s reply to the Hod. R. Stout’s circular on the subject of Federation, has been made public. Mr Service expresses regret that the New Zealand Government did not foimulate their views earlier. He states that the Federal Council as proposed, would in no wise interfere with the local autonomy of the respective colonies. Mr Service concludes by expressing his conviction that the Federal Council, if deprived of power in Legislation, would be no better in result than the recent conference.
