It is to be hoped that the wise and weighty words of Professor H. W. Rogers, on the subject of "harboring conspirac}',” in the North American Review, will receive the attention they deserve from the Government of the United States, although on the eve of a presidential election, when the Irish vote has to be considered, international obligations are apt to be thrust out of sight for a time. The professor sbowi that not only has the British Govern* moot punished its own citizens at various times for attempting to incite foreigners to revolt against their Government and laws, but that Americans themselves have complained to the British Government of offences similar to those which the dynamitards are now charged with conspiring to commit, and that the justice of the complaint was at once recognised and provided for. Therefore, it is argued, the American Government should promptly act in a similar spirit at the present time, and if the law on the subject is defective, it should be strengthened or amended so as to make it an offence against the Government of the United States for persons within its jurisdiction to conspire against the lives and property of tb,e citizens of a foreign state. " The dangers of the future to the nations of the earth,” it is observed, “ lie io the conspiracies of dynamitards, of Communists, and Nihilists. Those engaged therein must be made to feel the severity of the law, the majesty of which they have forgotten to respect.”
